CPF has once again been under the spotlight at the beginning of this year. During the announcement of Singapore Budget 2024, there were changes made to the current CPF schemes, namely the closure of CPF Special Account at 55 and the enhancement of the Enhanced Retirement Sum to up to 4 times of the Basic Retirement Sum.

Much has been said and commented about the changes but what I think is important at this point in time is to have a review of your current retirement blueprint.

For many Singaporeans, CPF and CPF LIFE both play a pivotal role when we talk about retirement planning. It aims to pay you a monthly income for as long as you live, and an important feature of CPF LIFE that is often overlooked is that the monthly income is protected from any creditors!

Before we delve into discussing how to plan for retirement, let us take a step back to rethink about what exactly retirement is from 2 angles – lifestyle and wellness, and financial.

Retirement is the phase of life when an individual voluntarily withdraws from active employment or the workforce, typically after reaching a certain age or meeting specific criteria such as eligibility for CPF Life payouts.

During retirement, individuals cease to work or reduce their working hours and transition into a period of living off assets accumulated while they were economically active. Retirement offers individuals the opportunity to enjoy leisure activities, pursue personal interests, travel, spend time with family and friends, and engage in community involvement without the constraints of a full-time job.

The concept of retirement has evolved over time, shaped by economic, social, and demographic factors. In many countries, retirement is associated with a specific age, often referred to as the “retirement age,” which may vary depending on the country’s laws, employer policies, and cultural norms.

While traditional retirement often occurred around age 65, many people today are redefining retirement by working longer, pursuing second careers, or embracing alternative lifestyles. Retirement planning, including saving for retirement through plans like CPF Life or wealth accumulation, is crucial to ensure financial security and a comfortable lifestyle during retirement years.
 
Changing Workforce Dynamics

Many individuals are choosing to work beyond traditional retirement age, either out of financial necessity or personal fulfilment. Economic factors such as rising living costs, increasing healthcare expenses, and insufficient retirement savings have led many individuals to extend their working years to ensure financial security in retirement. With longer life expectancies and the uncertainty surrounding the future of social security benefits, working longer can provide a buffer against financial instability later in life. Beyond financial considerations, many individuals choose to work beyond traditional retirement age for personal fulfilment and a sense of purpose. Work can provide a source of social connection, intellectual stimulation, and a means to contribute to society. Moreover, many individuals derive satisfaction and fulfilment from their careers and wish to continue their professional pursuits for as long as possible. This cultural shift is fueled by a desire to remain vital, relevant, and productive well into old age, challenging stereotypes and stigmas associated with aging.
 

Hybrid Retirement

Hybrid retirement refers to a flexible approach to retirement where individuals gradually transition from full-time work to retirement by reducing their hours, taking on part-time work, or pursuing flexible work arrangements. This concept allows individuals to continue earning income while gradually easing into retirement, maintaining a sense of purpose, social connection, and financial stability. Instead of putting off long vacations till retirement, it is increasingly common for people to interweave such holidays annually when they are still working. 

 

FIRE

FIRE, an acronym for ‘Financial Independence, Retire Early’; is a movement and lifestyle choice where individuals prioritize aggressive saving and investing to achieve financial independence at a relatively young age, often in their 30s or 40s, allowing them to retire early from traditional employment if they choose to do so.

Through the years of devoting our energy and time to our careers, we are diligently building up our assets to prepare for retirement. However, when retirement happens, it is actually the monthly income stream that matters more than the amount of assets we have. I would think that being guaranteed a sum of income stream for as long as a person lives would provide a retiree more assurance than being promised a sum of money at the beginning of retirement.

With the improvement of healthcare and growing emphasis on health and wealthness, we are living much longer than before. Realising this, our government introduced CPF LIFE in 2009 to replace the previous Minimum Sum Scheme. The biggest difference between the 2 schemes is that CPF LIFE pays a monthly income for as long as a person lives! This takes away the uncertainty of outliving their assets.

While CPF LIFE solves one part of the financial equation, which is to provide a lifelong income sufficient for the daily necessities, the next major question relates back to the earlier section on retirement lifestyle.

There are two perspectives to look at this question; what kind of lifestyle can I afford with my financial resources available, or how much financial resources do I need to plan for to achieve my desired retirement lifestyle.

If you have a good 10 to 20 years before retirement, I would encourage you to adopt the second mental model. Afterall, it will be more rewarding after spending more than 2 decades at work! 

In the OCBC Financial Wellness Index 2023 report, it talks briefly about three different types of retirement lifestyle. This provides a general direction for a person to take reference to.

In summary, retirement planning is multi-faceted that goes beyond number crunching. What is more important is really to assign meaning and purpose to a lifestyle that you truly desire.
